Apr 2002 – Present Computing Systems Contractor/Consultant
Managing the web site for and providing ad hoc software and database updates to the Student Management System II, an Intranet system I wrote that is used by Hawai'i Department of Public Safety Prison Education personnel to manage the testing, substance abuse management, and class registration process of the inmates. It uses Visual Basic 6 on an Access database to generate the HTML and JavaScript code.
Created and re-wrote Access and Visual Dbase systems for the State of Iowa Department of General Services. Created and web enabled some of the Access systems using ASP. Provided technical support for a wide range of hardware, software, and network problems.
Created web systems for Wells Fargo using ASP, VBScript, JavaScript, HTML, and Microsoft SQL Server stored procedures.
Currently creating web systems for Wells Fargo Home Mortgage using ASP, VBScript, JavaScript, and HTML. Mentor the others working on the project.
Creating eCommerce sites for a lady who makes ribbon leis and for a realtor in Hawai`i. Creating the web site for the Earlham Public Library.

Aug 1996 – Apr 2002 Senior Software Engineer, Science Applications International Corporation Pacific Field Office (a $6 billion employer of over 40,000 people)
Led an office providing time-critical network engineering and implementation. Spearheaded the use of the Intranet for database management systems for the U.S. Army, Pacific (USARPAC).
Created several database-driven Intranet systems for the Army in Hawai`i, including a knowledge management system used by the USARPAC Commander to manage his Strategic Plan. All were written using Visual Basic (VB) to create the web pages in real time and incorporate JavaScript for error checking prior to the submission of forms. The primary database used was Access 2000, though one runs on SQL Server 2000. Wrote a Java application to format 3D buttons.
Created a project management system using Access for internal project management, including a web-based front end using VB to allow SAIC customers to view project status and order work.
Wrote a database-driven Internet system (VB on Access) to allow all correctional facilities in Hawai`i to manage student records. This replaced the Clipper system I wrote in the early '90's.
Wrote an e-Commerce system for a local retailer (VB on Access). Wrote a couple of Access VBA systems and an Excel VBA system.

Aug 1994 - Jun 1996 Computing Systems Leader, Hawai`i Correctional Industries
Created a program that taught and employed prison inmates to build and sell computer hardware and software to government and nonprofit agencies. It was the only program of its kind.
Grew from startup to a million-dollar operation in 14 months with five inmate employees. Did $5 million in sales in less than three years of operation, $2.4 million in the last year alone.
Responsible for all aspects of the program: personnel management, operations, training, sales, and customer support and service.
Taught the inmates to build and service computers.
Provided on-site technical service and support to dozens of customers.
Installed over a dozen NetWare 3.12 and 4.1 systems.

Revamped minicomputer-based courses from mid-70's punch-card model to 90's on-line model.

Jun 1983 - Jun 1989 Medical Services Corps Officer, U.S. Air Force
Chief of Medical Systems, Office of the Surgeon, at Headquarters, Air Training Command (ATC) and Headquarters, Pacific Air Forces (PACAF). One of a cadre of twenty computing experts selected to become the vanguard in the Air Force Medical Service's move into the realm of computing.
The consultant for all facets of the computerization of the Command Surgeon's Directorate and the thirteen ATC and seven PACAF medical treatment facilities.
Implemented multi-user microcomputer-based patient administration systems in the ATC hospitals.
Provided guidance on the purchase and utilization of over 500 microcomputer systems.
Configured newly purchased microcomputer systems at the headquarters and the medical treatment facilities and designed and taught classes in their use.
Analyzed the need for and created thousands of lines of Xbase software that aided medical and accounting & finance personnel throughout the Air Force. One Clipper system alone was validated to generate over $400,000 per year in time savings.
Designed, implemented, and managed local area networks for the PACAF Surgeon’s office and the Hickam AFB Comptroller.
Gave presentations at several professional symposia on the benefits to be gained from the use of microcomputers in medical facilities.
Created an EKG data manipulation and management system for a research project using FORTRAN IV. Created a graphical fuel-use analysis of the C141 Starlifter aircraft using COBOL.

Responsible for the training and preparation of the personnel assigned to implement the Uniform Chart of Accounts (UCA) systems throughout the Air Force. Taught graduate and undergraduate classes in Computer Science to the other team members in preparation for the implementation efforts. Developed dBASE systems for the School.

Aug 1978 – Dec 1980 9th Aeromedical Evacuation Squadron, USAF Aeromedical Evacuation Operations Officer
Responsible for the intra- and inter-theater evacuation of military members and their dependents within an area spanning East Africa to California, North to South Pole, roughly half the surface of the earth. Worked in conjunction with a nurse and medical administration technician to set up and manage the missions. Managed the logistical aspects of the mission—obtaining the airframe and air crew, insuring all needed equipment and supplies were on board, launching the mission, and coordinating with in-transit facilities to insure they were prepared to support the mission.
 
Jan 1977 – Jul 1978 Aerospace Medical Division, USAF Aide-de-Camp to the Commander
Responsible for coordinating all activities in which the Commander was involved. As he was a gifted leader, this was one of the best learning opportunities I've ever had.
 
Oct 1974 – Jan 1977 USAF School of Aerospace Medicine, USAF Research Administration and Programming
Provided administrative assistance on the various research projects in the Clinical Sciences Division. Learned and used BASIC to create a health history questionnaire used to gather long-term follow-up information from the West Point class of 1956. The data was used for years in the research within the USAF School of Aerospace Medicine.

        CCP Certified by the Institute for the Certification of Computer Professionals as a Computer Professional (CCP). The CCP replaces three separate certifications previously held: Certificate in Data Processing (CDP), Certificate in Computer Programming (CCP), and Certified Systems Professional (CSP). The only person in the state of Hawai`i, and one of only 123 in the world, to hold all three simultaneously.
A+ Passed the tests demonstrating a certain depth and breadth of knowledge of microcomputer hardware and software.

HONORS:
        Twice received formal recognition from the US Army Pacific Commanding General for my web development work.
Air Training Command's 1984 nominee (one of only a dozen nominees throughout the Air Force each year) for the General Edwin W. Rawlings Award, given annually to one person in the Air Force for outstanding achievement in computing. The only medical person ever nominated for this prestigious award.
Received several Air Force Medals for work as a computer programmer, instructor, and consultant.
